That's the normal case, and it's what the geolocation is built for. The agent works from whatever the caller can actually give: a cross street like the corner of Elm and 3rd, a landmark, a business name, or a named place like the boat ramp at Veterans Park. It resolves that description against your GIS, confirms the matched location back to the caller before filing anything, and asks a clarifying question when the description is ambiguous.
From your own GIS. The agent reads your published ArcGIS layers over the ArcGIS REST API: parcels, address points, zoning, council districts, collection routes, jurisdiction boundaries, and whatever else you maintain. For governments without a GIS program, Mapbox geocoding covers address and intersection resolution.
Layers are re-synced daily via the ArcGIS API. When a parcel is rezoned or district lines are redrawn, the agent's answers reflect the updated layer after the next sync, without anyone re-uploading an export or editing the agent's knowledge base.
