Every voice AI system is a stack of other companies' uptime. The telephony carrier, the speech models, the language model, all of them are third parties, and all of them will, at some point, have a bad day. The question that separates a serious government deployment from a fragile one is what happens to the resident line when one of them does.
The unacceptable answer is "it goes down." A city phone line going dark during a provider outage is not a minor degradation. It tends to happen precisely when load is high, and it lands on the residents who often have no other channel.
Designing for the outage, not around it
A system built for government assumes providers will fail and plans for it. That means monitoring the health of each dependency continuously, detecting a degraded or failing provider automatically, and failing over without a human having to notice, file a ticket, and flip a switch at 2 a.m.
The goal is continuity from the resident's side. The line still answers, the agent still helps, even if some component behind the curtain is quietly being routed around.
