Pull the tape on a month of county calls and a pattern jumps out: most of them are the same twenty questions, asked ten thousand ways.

Pull a month of call logs from a mid-size county and the first thing that hits you is not the volume. It is the repetition.

A county fields thousands of calls a month, and the overwhelming majority are variations on the same short list. What are your hours. Is my permit ready. How do I license my dog. Where do I pay this. Who do I even talk to about a ditch. The questions feel infinite to the person answering them and are, in fact, a set of about twenty.

The shape of the volume

In Sumter County, Florida, the phone line now carries roughly 12,000 calls a month. Seventy-two percent of them are handled without a staff member picking up. That number is not made of exotic edge cases. It is made of the routine middle: the informational and transactional calls that do not need judgment, just an accurate answer and, sometimes, a clean handoff to the right department.

The remaining slice, the calls that genuinely need a person, is where you want your staff spending their attention. The failure of the old model is that it spent a clerk's morning on "what time do you close" while the genuinely stuck caller waited on hold.

Residents who have a choice use the website. The people on the phone are disproportionately the ones who could not find it online, do not want to, or cannot: older residents, people mid-task, people who are frustrated.
